Government of Saint Lucia to launch procurement activity for an Integrated Drilling Services Contract to drill three slim exploration wells in the island of Saint Lucia.
The Government of Saint Lucia (GoSL) has secured financing from the World Bank and other donors totaling US$34.6 million dollars, for implementation of the Renewable Energy Sector Development Project (RESDP), of which US$12.3 million dollars is provided by the International Development Association (IDA) and US$21.28 million dollars is provided by the following Trust Funds: Gender Trust Funds; Free-Standing Single Purpose Trust Fund; Canada Clean Energy and Forest Climate Facility Trust Fund; Clean Technology Fund and Energy Sector Management Assistance Program.

The objective of the RESDP is to inform the GoSL on the viability of its geothermal resource for power generation and to strengthen the enabling environment to scale-up clean energy investments with the private sector.
The RESDP became effective on July 29, 2022 and is scheduled to close by June 15, 2028. It is being implemented by a Project Implementation Unit located in the Department of Infrastructure, Ports and Transport.
A primary component of this project involves exploration drilling of three slim hole wells in the three communities of Saltibus, Bell Plaine and Fond St. Jacques.
The GoSL intends to launch an Integrated Drilling Services procurement activity by January of 2026 as the RESDP transitions into commencement of Civil Works Including Construction of drill pads for exploration drilling. To encourage participation and competition from viable Bidders and to validate the industry readiness for this procurement activity, an early market engagement activity is being executed from December 10, 2025 through to January 7, 2026. The engagement activity includes provision of the draft Bid document for review and a virtual consultation meeting.
The virtual consultation meeting is scheduled for January of 2026.
