DIPT Discusses Resettlement Action Plan at Mid-Year Consultations

During the first and third weeks of September the Department of Infrastructure, Ports and Transport is hosting its mid-year-round of consultations with stakeholders island wide to discuss progress on the Renewable Energy Sector Development Project (RESDP). The meetings which are normally held in February and August each year are used to update the public on the progress of the project, discuss planned activities over the next six months, report on grievance management and respond to concerns and questions. Meetings are held in each of the drilling communities of Saltibus, Belle Plaine and Fond St. Jacques with the resident populations and in Castries and Soufriere with institutional stakeholders in the north and south of the island, respectively.  

A key feature of this round of consultations is the public presentation for comments of the project’s Resettlement Action Plan (RAP). The RAP was necessary because the project as designed will physically and economically displace several persons when lands will be purchased or acquired for the construction of the exploratory well pads and associated infrastructure. As a World Bank-financed project, the Government of Saint Lucia is required to prepare a RAP for World Bank approval when the project results in involuntary resettlement.  The RAP describes the project’s impacts, identifies the affected persons, describes eligibility requirements for compensation, compensation amounts and the procedures for payment.    

According to the project’s Social Development Consultant, “The project’s RAP after several iterations has received the conditional approval of the World Bank. In view of this, its contents are being disclosed to the public for comment. All comments will be noted and actionable and achievable changes will be included within the RAP before it is sent back to the World Bank and the Attorney General’s Chambers for its final review and approval.  

Thus far, public consultations have been held with project affected persons in Belle Plaine, Saltibus and Fond St. Jacques. The RAP will be discussed with institutional stakeholders in the south and north of the island on Wednesday, September 16th and Thursday, September 17th, 2025,respectively.  

During the period September 10th to 25th, hard copies of the RAP will be placed for public review and comment in locations, such as:  

  • Energy and Public Utilities Division Office, Sir Stanislaus James Building, Waterfront, Castries
  • Fond St. Jacques Community Resource Centre,
  • Belle Vue Farmers’ Cooperative,
  • Saltibus Post Office
  • Soufriere Career and Innovation Centre, and the
  • Central Library, Castries
